WeaselGee, people here are joking, because there's no such thing as PayPal money generator! And if somebody tries to sell something like that to you, you should know that he's just trying to scam you and steal your money!
If you really have a family member in the hospital and you need financial help, go to some churches and charities and ask for help. You can also start an online crowdfunding campaign on Kickstarter or Indiegogo and share it everywhere on social media. There are a lot of people who are willing to help!

People believe they work because they do work. The trick is finding one that works with the new interface of PayPal. Most are outdated and programmed to work with PayPal's old interface, which they ditched last year, partially because of the hack.
It has to do with combining API, JS and QUERY parameters... most of it is luck, but a lot of people do use these generators with success, which is why there is a PayPal money generator shared in the Jr. VIP section of BlackHatWorld.
