Write some upload/download script (Linux will be appreciated)

I need a script/software to install on my dedicated server which will download the releases I want from my fav source trackers, creates a new torrent, uploads it to the correct category on public tracker websites with full description and nfo etc. It can also add screenshots, filter by name, category, keywords in nfo or description.

If the script will use a RSS Feed that'd be awesome so that I can also manually add my own RSS Feed to do my manual work. As I;m working on a website for indexing torrents, so I need this script to be manually operated also so that I can do the work I want to.

The script should be capable of doing the following tasks:-
1) It will download and seed it at least 1:4 ratio from a private tracker website in the seedbox
2) It will save info of the torrent.
3) It will rename the video as per my choice.
4) It will create thumbnail. It should make thumbnails as per my choice of rows and columns.
5) It will upload the thumbnail to my two different image hosting websites.
6) It will create torrents with 10-15 public trackers.
7) It should NOT upload RAR archives but unrar them first. It should only upload the video file with two same txts in all torrents.
8) There are 4-7 public websites that I need the script to upload the torrents
9) As the sites update their design and security periodically I don't need a outdated script. The source code should be easy to customize. I don't want a script that will only be ALIVE for few months.
10) Full long term support is must with source code so that I can also make few changes on my own.
11) Seed the torrents created by script for at least 2-3 days in the seedbox.

PS: rTorrent with many available plugins will surely help in making the script.

It will run 24*7 in your server. To proceed ahead need these details :
=> Provide list of all the sites where you want to upload data. We have to check each site to make automate process.
=> Provide your site's url where you want to upload.
=> Provide details about plugin that you want to use for this project.
=> Want web based panel to handle these all or Desktop panel?

The downloading and uploading of torrents is possible only in a torrent client which is obvious.

So for downloading torrents my dedicated server should be having a seedbox and after doing all the necessary torrent creation the same rTorrent will be seeding the torrents

I meant my server will be a seedbox as well as the bot too

So we have to upload data in Public trackers? From where we have to fetch data? Provide details about categories as well for those sites.
What about paid site which ask for money for Signup for fetching or uploading? Will you provide that accounts?
We have to create random account on those sites and need to upload torrent details. Right?
