Possible twist to the flyer and CPA method?

Everyone knows about promoting cpa offers by handing out flyers. But what if you build a site with 20 or 30 CPA offers like surveys and email submits for electronics, gift cards, etc... Then hand them out to college kids who are pretty desperate for money and electronics, this way even if only two or 3 people visit the site, each one of those people could potentially earn you around $20 because chances are they will fill out multiple offers. Thoughts?

Tried this today, bottom line it works. Handed out around 700 flyers (hired a kid to help for the day) and already made $65 on my site so far! Time to scale!!

I don't think it'll be a problem, I'm not sending them directly to the cpa offer, rather my site, people who actually fill out the offers will have to be legitimately interested.

I'm not too worried, most people won't take action doing offline methods, and even if they do, there's plenty of ways to twist this!

Now stop messing with kids and move to grown up people with Forex, Making money online & Business offers paying up to 300$ per lead.
Even better give them more value like a free consultation, notices, couching to build the trust rather than a raw landing page.

UPDATE: If you're still going for the easy leads consider your offline targeting. Why not to give the Starbucks kids a free "Starbucks gift card" flyer/offer.
Same for pizza places and related.

I'm pretty sure your CTR would be twice better.

You might have better luck with free samples as it would alleviate competitor influence.

College kids would rather get something so they can spread through their networks rather than get you kicked off campus.

The only thing I'm worried about is if my cpa network will dislike that each ip has filled out 15-20 different offers

The network you're using will notice that all the offers are being filled out by people in the same city, based on IP addresses. This might get your account flagged for possible fraud. Just send a heads up to your AM and let them know what you're doing, I can't imagine they will have a problem. It will save you a lot of frustration later if they freeze your payout.
