you can use vcc to activate paypal, they are loaded with $3 required to activate paypal.

Yes buttersss its just like that you dont get billed by verifying your account using a VCC...as it is already preloaded

Yes the VCC's come with expiry date and CVV2...can be used to verify adwords accounts
