Ranking #1 in Google.com, but #12 in local Google

I have a website in my native language and after ordering some nice services here I rank #1 in Google.com for my keyword.

However, in my country's Google, where most traffic flows for this KW, my website still ranks #12. I think it can be due to 2 reasons:

a) Local Google index is still about to be updated
b) I have not enough links from domains (TLDs) in my country

What do you guys think? Any experience with this?

Get a google place listing with your local phone number together with a google plus page with local friends. Build a few links to the two and wait a few weeks. This will improve your local rankings.
In addition do a country level targeting from webmaster tools.

I actually never measured the global rank until today my service provider showed me the rank.

Thank you for your reply goodperson. Some local links might help. However, I still do not know, why global and local Google have so different results.

Get a verified G Places listing.

Is your domain a gTLD or country specific?

Your site is more relevant on US than your local Google. OR, the competition for your keyword is lower than your local competition. Build more local links. Add your target country in GWT, add a places listing if you can, as accelerator said above. Also add more local oriented content.

On this site I have no address as this is an affiliate website for local product.

To improve Google local listings you need quality local citations and some reviews on your Google+ page. This always seems to do the trick.

i faced the same situation long time ago i think target local quality G back links that will improve your local G rating.
