Is this in compliance with Google Ads rules?

This website has a fixed Google Ads banner/code in the bottom of the page, you can scroll the page, the ads will remain there!

Isn't this a violation of Google Ads rules?

This fixed ads only appear in mobile.

If it isn't against the rules, could anyone share a code to do it?

It's probably worth posting in the google product forum as there are many people in there who really know thier stuff when it comes to this sort of thing. It's not working taking chances when it comes to risking your adsense account.

No, doing this would be considered bringing unnatural attention to the ad. In addition, a site may not use symbols such as graphics, arrows, or misleading images that direct attention to the ads. This includes placing Google ads in floating box scripts.

If you using WH Adsense I wouldn't recommend you to do this.

If you use BH Adsense, than try find theme that have static sidebar. Or try with plugins.
