New way to monetize? $1000+ Method

So I was browsing around Instagram checking out the competition when I stumbled across a gun related page with ~220k followers. One of the posts contained a repost with a bunch of info on how to win this gun by sending $30 to a papal address, and how the raffle for the gun was limited to 100 people. I checked the account that the repost was from and the guy had only around 80k followers and had posted the picture within 24 hours, yet by the time it had reached the larger page only 9/100 places in the raffle where left. I then looked up how much the gun was worth, which appeared to be $2000 max, while this guy was receiving a total of $3000 ($30x100). Thats a $1000 profit he makes, and if you want to get extremely blackhat (and possibly illegal) he could have easily said the winner was someone that he made up and no one would be the wiser, while he runs off with $3000+. I hope this method helps someone, and sorry for my English.

Saw thing a long time ago, very similar method, car page was giving out a $500 gift card to a certain aftermarket car part's site.
Entry was like $10 or $20 per raffle ticket, pretty sure these guys just pick a "winner" which is their friend or fake account so they keep all earnings.

Not that I would do this, but.....wouldn't be possible to claim in the rules of the raffle that your funds will not be refunded if you enter and don't win? Or does that not stand up legally?

Paypal, nor credit card companies care about your TOS. As the end of the day neither will want to loose money. Since you are selling not an actual good and will be able to provide no proof of delivery, etc. The person purchasing would just say it was an unauthorized payment etc. Even if your in the right, PayPal only cares about number of chargebacks and what their gay brother (credit card co) has to say.
