Has wordpress changed or am I blind?

Its been almost 2 years since the last time i used wp other than today, basically i downloaded a free theme from woocommerce that i liked but, even in wp-admin i cannot find the right section (this thread is most likely in the wrong section as well) to upload my theme, appearance - themes, do you need a business account/premium account these days to upload a theme? Thanks again guys you're golden<3

Yes, Wordpress removed that option long ago. Now people upload themes using Telekinesis..
