Any one knows where can i find the psd/eps of web icons, which totally attribution and can be use for commercial sale for free.

you can convert any raster format to other formats pretty easily. iconfinder as mentioned by the previous poster has a lot of those. You can also use google image search with proper filter for the same.

Iconfinder as I used last was free. Anyway, google image search lets you filter with image type ( clipart) and license. If an image is licensed like that, nothing stops you using it. At most, you will need to attribute the source..
