Content that's worth commenting on is a good start, but also a popular comment system is a good idea, one that doesn't require the user to jump through hoops to make a quick comment. For example a Facebook comment system, the user only needs to be signed into Facebook to make a comment on your posts. But the negative of this is that some may not comment because random people can see their profile image etc.
