I never did it, but it shouldn't be hard.

Your videos should match IG codec and a bit rate. The rest is simple as uploading JPEG.

Addition: as a good example of quality, codec and bitrate, take @gopro videos. They upload with custom software capable of doing lots of other interesting things.

This. Gramblr is what you are looking for. Its the best instagram client for desktop in my opinion. Requires you to create a gramblr account though.
