[Help] How to reskin an app

Hello all, admin if you think this need to be in other place please move it, if you think is not allowed please delete it.
Im in the need to reskin an app or make it new ( is about, fine, police ticket ), Im the owner of a Local Driving School in my country I find an app where appear all kind of fine that apply to my country, so I would like to reskin this app to have my logo, make some change, etc, or make it from cero. do you know where o how to make this come true.

just in case if you can tell me how to proceed I post the link of the app for you have an Idea and thanks for help

Get the source code, hire someone to redo GFX (menu/template/colors/sprites/etc), SFX (if applicable), and "plot" of the app.
