This is a forum where no one will support negative seo but a common and acceptable method. Just be careful coz most people here will try to put an end to this topic before you could even get your desired answer.

It can work in some cases. You have increased chances of success if the target website has some issues with on page, in particular if its not protected against random URLs, like websitename(dot)com/porn (if such page/directory does not exist, the website should return 404 at all times), as well as many other factors.

However it may work all the way around and result in improved ranking, so its a lottery of a sort.

One form of "neg seo" is when you allow "seo newbies" -- includes some "seo experts" also -- to try "seo" on your site, because they offer a very cheap service. Then what they do to your site, unknowingly, is also a crud form of 'neg" seo. Your pages then go from 3rd serp to beyond 100 and stay there!

If you want to know whether it works, yes it does. You can get a website penalised with blackhat links, especially ones built on new domains.
