Amazon doesn't give much priority to voters/reviewers who have done so without actually purchasing the product from Amazon.
That's why it shows the "Verified Buyer" tag but I think you already knew that.
All reviews and votes by Verified buyers are at the top of the list and the others pushed down.

These changes have been there for a while now. Specifically to counter SPAM like OP is about to to do.

Ok guys I think either I didn't understand or you didn't understand . OP made it not very clear.

I thought he is talking about downvotes for a REVIEW and in this case it doesn't matter if you bought the product or not . You can downvote a review whenever you want with an active account .
