CPM/CPC network for 1mln views per month?

I'm looking for a CPM network which accept traffic from tier3 countries(80% of my traffic).

Is there any network which you can give me which pays paypal, have a good CPM ratio 2$+ for tier3 countries and sells pop-up traffic?

$2CPM for Tier 3 countries sounds pretty aggressive. we have a list and you can filter by regions at thalamus co/display/ad-network

You could try this one network: Tweakbar. We are working with them on display ad.
Not sure if they are going to reach $2 for Tier 3 Geos. But still...Good network.
