Currently, the limitation only applies on the number of keywords tracked. There is no limit to auto disocvered keywords. So if you go for Starter Plan, you can track upto 200 keywords.

Yes, you can track ranking according to location. There is option to track individually, as you mentioned.

SmartSERP auto finds most keywords your website already ranks for. They show the ranking as well.
