I doubt the intend from Google is "let them kill each other". They have no remorse whatsoever and Negative SEO will continue.

I don't think so, as it is a real time update it will be in favor of negative seo doers.

Its just a real time update of penguin, nothing special.

But the way I see it is google will penalize these churn and burn sites a lot faster then they currently do.

Right now you can blast sites and they last a considerable amount of time.

With this update google will start slapping sites a lot faster.
