More or less. The important thing to note is that rewriting is just as broad as original article writing.
Technically, spinning is rewriting. Even so, there are two broad kinds of spinning, automatic spinning and manual syntax spinning, with widely differing results. Both are rewriting.
On the other end of the spectrum, I have received a couple of links (usually between 2 and 4) to articles on the same subject matter, and in addition have a title and a number of keywords/key phrases sent to me so I can craft a new article. Essentially, the research has been done by the client, and the client has more control over the quality of the final article. This is also a rewriting task.
Expectedly, the man-hour required and complexity of the task determine the rate. However, the bottomline is that you should contact a rewriting service about your order and expectations before placing your order. Unless you have very specific rewriting needs, like spinning several versions of one article for use in article directory syndication or for use in deep-tiered back linking, or rewriting an existing article with a new style to avoid duplication.
