I guess you didn't block the third IP range or may be values are invalid.
It tends to SEO Spyglass only.
Please correct them & it will work for sure.

I done everything exactly as you said and it's still not working, I'm getting error "Link-Assistant (or SeoSpyglass or whatever) can't connect to the internet". I guess it doesn't work for me :/

You need to add the mention IP's to the deny rules section.
Once you do that, it will work fine.

uhm after failing to register the provided usernames and keys, I found a way. Before I enter the key and username I plug out first my internet connection cable (RJ45) then hit enter VIOLA! there's no more registration error
