Yes you can. Make sure to use different IP adress too. Also don't put your ads on websites you already used with old account, buy new domain.

Use RDP/VNC and make sure that your IP location and billing location is same.

New email, new password but better option is switch to other advertisement system

i think you must have to throw away your Youtube account and never login again if you are willing to work with them again from new identity
Create new youtube account. upload videos. apply using slightly different details. and you will get approved
