Monetizing problems

Hey guys i have youtube acc and i monetize my vids but when i download car crash compilation and reupload it it wont get monetized, i tried to cut video parts, remove intro, aded watermark but no it wont monetize, i see people who are uploading this compilations and they have it monetized , how?

I dont mean only car crash, they are uploading even BGT videos and getting monetized without any licence , can anybody help me?
