How to complain a domain?

You can find where they are hosting and report to the web host. In most countries that is illegal and the host will take it down, unless it's one of those bulletproof services.

Check the domain registrar, and directly contact the abuse team

Check Who.is, Contact registrar where domain is located and report them directly.

Report to domain registrar as well as the host. It will get taken down easily unless they are on one of those registrar and host who is not bothered.
