Not sure what was happening in the photo but I've used about 10 hosting providers and for the price range, namecheap ranks at the top for me personally.

This offer is active for at least 1 year. It's 1$ on Black Friday though, but you gotta have a good internet connection because their server is lagging and all the offers are sold in seconds. Literally.
