I wanted to know - if I buy a brand new domain, add to a separate hosting account, then simply 301 it to a money site, will it pass link juice, bearing in mind it's never been indexed or had any content. Or isit better to add content and get indexed in Google, and then 301 it?

I would at least try to get an aged domain. You can find some for cheap/free if you look around. Nothing too powerful, just to have some history behind it.
It should pass on juice, but I havent tested with a fresh domain.

It is better to add content and get it indexed first, doesn't need to be anything special, and then 301 the site. 301's pass on roughly 90% link juice.
An aged domain would be better (as mentioned), give Domcop a look, they have a free trial, and see if you can find something in your niche.

Either bulk PBN posts from the BST section or GSA tier1 contextual, tier2 everything for indexing.

Remember this is an old technique and search engines are in on it. If you do this right you still get juice but you better make it look natural. As in "is there a reason for this domain to be redirected where it is"? If there is not, it'll probably get penalized.

The best way to go about it is get some content on your site and have it indexed with Google. As soon as it's indexed, you can think of 301 permanent redirect and still get some juice( although I'm not sure it will be 90%)

You need to at least index it and make Google aware that it exist, it is n't hard at all, install wordpress, put up one article (can be copied whatever) index it with the google webmaster tools, you're domain will be indexed within an hour and your good to go...
