How should BHW review niche freelance services, like coding and programming services?

I don't really think a skilled freelance coder should be forced to make an entire software just to post a BST. The only coders that have time to build a project for free are those who are bad.

I was talking to Damien about it, and we are trying to think of a better way.

Does anyone have any ideas to easily prevent noobs from offering services that they can't perform?

A portfolio with previous work along with proof that the person actually created it (maybe the said freelancer can send the unobfuscated code of the project which he wont have unless he crated it or if its software recompile it with an extra line of text somewhere ). Another option could be Peer Reviews by other members.

Well, you can easily copy & paste code someone else has written and say it's yours.

How about a percentage of a tool can be made for review, like one part of a tool, or 30 minutes worth of work or whatever, so it's still unique and therefor can't just be copied from somewhere but doesn't take so long.

Or a relatively simple programming task to confirm the seller is proficient...?

I'd say come up with a few simple tasks to prove that a person knows how to code and have them pick one and do it. Maybe something that takes 30 minutes to complete.
