I want to make something like this.
But I am a beginner.What should I learn ?
If "html", "css" and "javascript" are learned, is it possible to make this? Is there anything else I need?

HTML, CSS and JavaScript will be required to create a similar page. You may even need to use a server-side language like PHP depending on the specific functionality you want to achieve.

Yes, that's all you need. PHP could be handy, but you should be able to it without it.

PHP isn't really needed here, as long as you don't want to add some referral features. Most work here is done in Javascript, but when u don't know any language yet, I would suggest you to use an existing one and adjust it to your needs as that will save you alot of time.

Easy way to get started, view source code of the page then copy and paste into a textfile.
Rename textfile test.html then start experimenting.
You should also be able to pull any css or javascript files.
