If i made a purchase with a greendot visa and i had to open up a claim to get the money back due to a wrong item,

does paypal refund the money back to the visa card or back to the account?

Money goes back into paypal account after you have been awarded the claim. After that, you need to use one of their withdrawal methods.

That is a negative part about PayPal. If you pay from a card and you end up getting a refund or money back from a claim, it all goes back to your balance. You will have to withdraw it back to your account. What would make it worse is your account gets limited with that money in there and your out of luck if you can't get the limitation lifted.
