Other folks largely get around this with elaborate measures to avoid being detected as infringing copyrights, or alternatively many folks are members of NETWORKS which allow them to use this type of content and deal with any potential copyright claims on your channel.
Generally to become a partner of external networks doing business with YT one has to have something to offer, i.e. it really helps to have a large and highly popular channel on youtube when applying to be a member of various external ad sharing networks.
