Hi, so I've recently been trying at tumblr and growing my follower base. Using TumblingJazz. Was wondering if there is anything else I can use to increase my follower base other than just following and reblogging. Like what are the average following to follower ratio do is it usually on tumblr?

Post a lot every day. Of course, don't start posting 200 times day on a brand new account. Build it up first, let it age a bit. Write something like "Follow me for more" with a link to your Tumblelog under every post. Apart from that, there isn't a lot else you can do.
As for the following to follower ratio (if I understood you correctly), I usually get followed back by 10% of the people I follow.

You can create high quality posts and request on them to re-blog if ... whatever .... and most of the time you can get lots of followers if your posts are re-bloged a bunch. Make sure to water mark images with your tumblr site URL and username.

I spent lots of time on tumblr but the following rate was never that good .. but at the same time tumblr was not the right place for my subject ... some of the tips that might be useful are:
1) Be Active; Like posts; Reblog posts; Follow others; be respectful to your followers
2) Study popular blogs will allow you to gain some insight into what makes a Tumblr blog popular. At the same time liking/posting comments on a popular blog will also allow you to gain more exposure
3) Post Wisely; Post high-quality material; Use all the different types of posts to have a variety of content
4) Be original. Posting original, insightful content will attract more followers to a Tumblr than continuously posting recycled content.
5) Tag your posts
6) Post pictures. Most people are more likely to follow you if there are colorful images on your blog
