Talk with the owner of the site? That's a good one, but yes, onlinejobs.ph, easyoutsource and upwork will get the job done.
Just start a project, simple. Need 1,000's of people eh, c'mon brother

Some agencies go through upwork. You can post an ad and request agency only inquires and this can lead you to a dialogue with people you are looking for..

Why not use a site like Amazon Mechanical Turk and just make the process the HIT description? That way you only pay for the people who actually complete the task, and getting 1000+ over the course of a project is definitely possible.

Look at mturk.com. It literally does exactly what you are requesting. Sign up as a Requestor, follow all the steps in the process, and it's automated from there.
