Are Instagram Ads Available To Everyone?

I saw that Instagram came out with an Ads api and ads features, but it seems only certain businesses are allowed to advertise using it. I'm new to instagram, so does anyone have information on this?

Good to know bro. I've heard their CPC's are pretty high and ad approvals are SUPER strict. Way more stricter than FB. Engagement is pretty high but CVR pretty low compared to FB. Of course, this is all from someone I know so results may vary.
