New Client and new-ish to LSEO keyword help

I have a new client in the boating industry, a big client. Aged domain, 5 years. With a lot of content. They buy and sell boats of all kinds. luxury yachts, catamarans, sail boats etc . They have multiple locations. They are testing me for one of their locations before bringing me on board to optimize all their locations.

For one, their business local page directs to their main url, not the specific location, which should be changed.

They have specific URLs for specific locations, which is good. Site wide, they have some work to do, i believe, with their on-page SEO, but its not terrible.

My main question is how many keywords should i target? i know keywords arent a huge deal with LSEO and its mostly NAP, citation, and reviews. But for the SEOed content how many do you guys usually target?

That is not quite correct.. but I like to target any keywords that are related to the products and services and that actually brings traffic of some kind. Local SEO isn't incredibly competitive so you will find yourself ranking front page for a handful of terms one month and then moving on to more next month.
 
Work on whatever keywords are relevant for the pages. Have a look on SEMrush and work on any keywords that are valuable and sitting behind in the serps (10-20).
 
First I wonder if the country qualifies as a "local" business. Which doesn't mean that some LocalSEO shouldn't be done, but LSEO as a marketing effort is geography based and local results only. While I think a strong local presence will help in organic search results, it's not unlimited.
