It's safe if done correct and only used to rank your own money site/s. Its all about create legit looking sites without any footprints.

Just make sure you mix eveything up as much as possible and you should be safe.

For example:

Domains - A mix of TLD's. Try and keep them niche specific to your money site.

Registrars - Use fake names, privacy on some, different emails, different registrars....etc

Hosting - Use a different cheap shared hostsing for each domain (stay away from seo hosting) also use some of the bigger names like godaddy, bluehost, hostgator...etc and not just $1 hosts

Set up website - Different themes, different plugins, block spiders...make some personal blogs other buisness websites, 15 articles on one site and maybe 2 on another...some just recreate the old website from wayback machine..etc

Basically just mix everything up and dont leave any footprints and KEEP IT PRIVATE and you should be fine.

PBN is safe until it is used perfectly, Some metrics you should follow while getting PBN links

Check DA and PA - It should be 20 in average
TF and CF - 10 and above
Important thing - All blogs should have different IPs

I would buy PBN posts, there are good BHW services. And i would see how it goes, if it works for you i would start probably building PBN myself.

It is a good way to rank sites, but of course it is not completely safe. But most link building isn't these days.

Yes, but also do other things like change you IP, use different hosting services, fake names, etc.

It is always Safe and depends on how you set them up.
Hiding footprints is the biggest task while setting up your own PBN.
