Is the price $15 or $20 for a retweet with a link, as your 4th post says the price is reduced to $15 permanently?

Do you offer any sort of consulting / recommendations for the tweet to get the best results? I am completely new to Twitter and would imagine that you can see from first sight if a suggested tweet will be popular or not.
