Interesting update. More competition for Local SEO, i wonder if the new 3 pack has any favored signals that are different to the 7 pack.

I always thought that Google was working to favor small business after the recent push for Google my business listings, by reducing the size of the pack it allows more influence in regards to white hat SEO (doorway pages etc) in the top search returns for local terms.

I honestly do not see G ever favoring small businesses unfortunately.

I'm not really surprised by this to be honest, I always thought the 7 listings was way too much to begin with. There's more of a balance between the paid ads, local SERP listings and general SERP listings now. The user can always click the link for more local listings if they aren't interested in the top 3 which are featured.
