Because some people recognize that "made for guest posting" blogs are pointless wastes of money and just put you in the company of other junk sites.

OP, I know you mention that there's no guarantee that any given blog accepts a proposal, but do you actually contact the blog to see if they are receptive to offers or if they have accepted posts in the past? I'd be curious to see a couple samples.
