what do you have in mind? what's your budget? if you want to create a website/blog at first you will need a domain name (paid or free), then you'll need hosting (paid or free)
free ways:
1. you can make a blog on blogger for totally free, it's pretty easy, because you don't have to setup the hosting either, it's ready to go, downside: google has control over it, you must have heard about this before
2. you can register a dot.tk domain and host it on 000webhost for totally free, downside: the hosting can be shut down if you reach a certain amount of traffic, you also have other limits which comes with a free hosting plan, dot.tk domain name doesn't sound too professional
paid way:
3. you can purchase a .com domain from namecheap, host it on hostgator and create a wordpress site
it does sound professional, you have control over it, so it's priced accordingly
these are all just examples, you don't have to select any of these companies, if you know better
now if you're the visual type, you can go to youtube, for all of these which may sound Chinese now, you'll find tutorial videos or if you search on Google, you'll find step-by-step guides
