The university page? I think that site was hacked. The page has probably been deleted but if you check the google cache, you can see the original page.

Google is full of crap.
They claim these things break their TOS, yet they still milk it. They also allow a TON of sites which clearly trick people into pressing banners that say "Click Here" & "Download" but are nothing more than advertiser's banners.
