-8 years old at least
-2,000 feedbacks
-top rated power seller account
-unlimited selling limit
-unlimited listings
-ability to sell in category laptops/electronics
-make sure once I buy account it will not be shut down as I move into it

It's good that you have unlimited budget for this because what you're asking for could be into 5 figures.

Okay, the first time you try to sell on the account you do something stupid and you get banned. It's not really seller's problem, is it? The only way someone could safely sell you the account would be to meet up and get paid in cash.

Very true. I wouldn't want to sell a laptop on the new account and be shut down for it. It would be wise to meet with my seller.
