Looks like Pastebin may of caught on - did some testing and posting without a shorte.st link the post goes public. Put in a shorte.st link and its an unlisted link. Put a Tinyurl works, as does a shortest link wrapped in a tinyurl.

Will try to update the bot that uses other shorteners to wrap the shorte.st link in when I can.

Not sure if the same happens when you log in though - may be worth a try, the above results are with anonymous posting

You have to change tittle/description(just replace few words) to make it public every single time.

Edit: and of course, you can't put sh.st link - tinyurl is ok.

Okay - new version uploaded that now creates the shorte.st link and then wraps it in a tinyurl.
Just tested quite a few links and they are all displayed as public and the title still changes based on your spintax
