Building Link Tools (Scrapbox, Ultimate Demon, Link Emperor& GSA SER)

I have read an article for link building: doseoyourself dot com / step-5-build-solid-tier-1-links.

It introduces some link building software like: Scrapbox, Ultimate Demon, Link Emperor& GSA SER.

I have limited budget and I found GSA SER is the good one and would like to buy GSA SER.

My question is: Can GSA SER do the same job as Scrapbox, Ultimate Demon and Link Emperor?

Scrapebox is used for scraping, GSA for t2 and t3, you shouldnt use GSA as tier 1

Why GSA is not for tier 1? But Ultimate Demon and Link Emperor is?

Tier 1 Sir are Good Links, GSA gives crappy links which cannot be used for Tier 1. Would not advise to use Ultimate Demon and Link Emperor for Tier 1 either.
