When buying SEO service, what does "Anchor Text" means?

I want to buy a SEO service and since it will be my first seo service I dont know what the anchor text means? Shouldnt it be the keyword itself?

They are all variations of anchor texts. It's basically the text that is hyperlinked. You don't want all the anchor texts to be your keyword. Do some keyword, some related keywords, some raw URL, some random words like 'here'
