Torguard works with torrents. I think that's what the "tor" stands for in their name actually. Here's a good source that can help you find some others as well. https://torrentfreak.com/anonymous-vpn-service-provider-review-2015-150228/. Question number 8 asks specfically about torrents, so you can get an idea there w/o having to hit each place up individually.

I've used FrootVPN (www.frootvpn.com). It has been released for free some time ago, beeing featured in the PirateBay homepage.
The free period is now closed, tey allow torrent, do not log your details etc.
It's pretty cheap, I cant vouch for the speed since I dont use anymore.

Nope, its illegal and you will need to pay a fine I think its more then $1K+( but usually you will get a warning first, but its not the case always )

Is that how it is for most of Europe? I'm just asking because i'm going to go on a trip over there next month and I didn't know about this. Kinda scared me a little.

I am not sure, but I know few people who received the fine, one of them was a friend in an IT firm they received a fine that is approximately $5K. This shit is strongly regulated and the providers must report you ( as fare as i know ).

Cyberghost paid version also works for torrent downloading, it's not good if your ISP is throttling the torrent traffic though, but it's good for anonymity just like any other VPN service
where do you go exactly? it's the case in some countries in Western EU (in France and in Germany for sure), but in Eastern EU, there's no such thing, i downloaded/uploaded the whole internet twice without using any kind of VPN and i'm still here lol

France, Belgium and over into the UK. I guess if I need to torrent something I'll do it over a VPN. Although I don't think I would get caught if I did torrent something because I'll only be staying in hotels and using their internet connections.

I have been using http://www.justseed.it for some time now and its pretty good and cheap. You don't pay a fixed tariff per month but rather per GB which is good if you don't download a lot. Its more of a seedbox than a VPN but it does the job that you want.
