You are still in 2013 mate, website usage, time on site, bounce rate etc are a ranking factor now. There is case study on this http://www.matthewwoodward.co.uk/tutorials/rank-website-fake-usage-metrics-no-backlinks-required/
Of course backlinks and onpage seo is important nobody said it isn't.
Sure you can do that. If the monthly search volume is about 10 ...
OMG! Then serpbook is extremely wrong!
Look at the rankings of this site that ranked without backlinks!

God, there must be some other cause that gets me 2k UVs a day! :/
Yeah, create your awesome "King Content" and rank number 5 for 1900 search volume in 6 months? No offense, but time is money and we only live once!
Hi BHW,
How does website ranked in Google in without backlinks? is it possible to place a site in 1st page in google without any off page optimization tactics?
How about #9 for a combined monthly searches of 123.500 for 2 keywords? Now imagine how much EASIER his job is to take those keywords to the top instead of blasting backlinks from day 1?
He buys backlinks, hit top 3, gets reported by competitors and Boom.... 6 months down the drain.
Like I said, no offense but as long as its still (insanely) lucrative to churn out websites with spun content that takes 2 days to make the above option is simply a waste of time and resources. People are free to go with their own strategy by all means, but for me it all comes down to one simple little principle..
What you put in VS what you get in return. Call me selfish and greedy but I go with what makes me the most money in the shortest amount of time!

You obviously either have never done this before or did a terrible job buying links. My competitors can report me ALL DAY LONG, as long as I leave no footprints and do everything natural, those reports will be thrown to trash. Of course if you buy links for $5 on fiverr, expect a de-index if your site is reviewed manually.
Also Google does NOT have the manpower to check EVERY single website and keyword combination out there. I don't know what the propaganda fed you, but there is a reason an algorithm is used and not people to put websites on top and review them.
Only on extremely competitive niches you will be manually reviewed; for saturated keywords. And you are not targeting those keywords, because you cannot rank them w.o backlinks anyway (remember the whole point of this thread is if it's possible to rank certain keywords w.o backlinks) For others, you will only get algorithmic penalties. Do you really think a Google employee will manually review the top 10 for: "how do I get the cheapest blenders on the market" ? No!
Also, there are millions of competitor's reports every day, most are filtered and thrown to trash, only some make it through to manual reviewers and I told you above the criteria. If Google would review each case individually, most of the people on the planet would be employed by now, so your logic on competitor report is seriously flawed!
Last thing I want to say is, it doesn't take 6 months to rank a keyword without backlinks. It takes maximum 1 month if YOU KNOW WHAT YOU ARE DOING! Start reading around and you will find out that I'm not making "extreme" statements.
