IMO, most of the PBN providers are here at BHW marketplace. Just check the below:
1. Quality of the domains
The general metrics you should look into: PR, DA/PA, AGE. Also try to figure out if they are serious about using good domains that have clean backlink profiles, not those spammed domains with amazing metrics, as they will pass the penalties to your site.
2. Footprint
Are they trying their absolute best to run the network as private as possible? Are the network of sites all hosted on unique c-class ips? Are they using any measures to protect the privacy of the domains? Try to find the one provider that uses tons of mix in everything.
3. Content
Are they using unique content for EVERY POST? This is one of the most important factors IMO. As it's not just about avoiding penalty, it's just a total waste of time to use spun content that would be ignored by G. Also, will they dripfeed your posts? Don't choose a provider that will just blast your posts in one day.

The best PBNs are those that you can't find. Even if you accidentally came across one of them you shouldn't be able to tell that it is part of a greater network. Try contacting some senior members here. One friendly advice, ask them to see one of their PBN website before placing an order with them. If it is good enough to convncse you that this is a real website, then it will be good enough to convince Google also.

Paid software is 10x faster and 10x less work
The problem with buying PBN post is you pay a lot more then you would if you had your own PBN.
Why pay $100 for 10 links when you can buy 10 domains and get 10 links from each?
Thats 100 links for $100 vs 10 links for $100

Lawls at the impending comments saying "pm me for PBNs". Imo, DIY is the best way to go. You're better off getting links from your own PBN than buying it, though there ARE some good providers here. Just sayin'
