When looking at the cost of installs, you should also consider factors like the quality of installs, the retention rate of the installs, your earning from each user. These factors are very important in increasing your organic installs through the paid campaigns.

Just like fake Facebook likes, fake installs is the worst possible thing you can do to your app.

My CTR is between 1.1-1.5% and my relevance score is 9/10, like in your examples but the CPI comes out extremely high still.

You can target a particular country, a province/state, city, ZIP, DMA or even addresses.

To run a campaign on Cost Per Install basis, the app has to be your own & listed on the Google Play Store, Apple App Store or Amazon App Store. Apps which you don't own or are not listed on any of these platforms can be run on a cost per click basis.
