well you can't really, think of it this, way you have data for an image to be 100 px by 100 px there isn't any more data in it, so when you spread it out, you are just spreading out the pixels and blurring the gap between them to get a bigger image.
The best one is probably photoshop, although you can't expect amazing results due to the nature of what you are trying to do.
Impossible to go up without losing some quality. Still, some things work more optimally than others. I like Genuine Fractals but I've heard Enlarger PRO is good too.
Google comes up with an interesting alternative, Vector Magic (Desktop Edition - Windows v1.13).
I'm currently downloading v1.12 as a torrent with a crack to see if this is any good and if it is, will upload onto Mediafire for you; assuming of course it is not on BHW's do not share list of programs.
Btw...as a coincidence, your post reminded me that I was in fact looking for something like this as well (so "Thanks"); I had just forgotten. FWIW I have used Photoshop in the past, however; IMHO the end results have always tended to be a little too pixelated for my liking.

You're absolutely right antsaoo. FWIW this is not the software I was looking for but saying that, Vector Magic (VM) seems to be pretty damn brilliant with bitmap and vector images. I'm still playing with some of the other features because it is supposed to handle photographs as well.I think that the vector images are bit different than .jpeg you can make vectors larger unlike the jpegnot 100% sure though. But thats how the photography stuff is at the moment
