1. You never deliver as promissed.
2. You actually never deliver.

As seen from screenshots, order (AGAIN) shows as completed but nothing was delivered.

So please refund the money in my account and then please be so kind a refund to my paypal account, otherwise I'll shoot a dispute (have all the evidence that you failed to deliver your services).
I am really tired and annoyed of this kind of services.

The Goo.gl URL you submitted is blocked by Googl - check the URL and you will see the problem. Since the order got sent to our server it got marked completed, however we will override that to failed in order to credit the cost to your account balance. Please note that we will not provide a refund to the original payment method. You are free to order any service with the funds in your account. If the Goo.gl url isn't terminated by Google we would be able to send the traffic without an issue - if you are ok using a bit.ly URL we can send traffic to one of those assuming it doesn't get blocked.
