Yep - that would be suspicious billing activity - one of their reasons for banning - then all your other attempts will be connected if you used teh same ip/mac address combo to change the other accounts - results = all your accounts get banned. You have to consider that when buying accounts.

May be you messed them up during login in to them and somehow caused them to get linked by adwords. Also everyone knows that once you change the billing the account will get under a billing review and verification as this is a normal process. The person who helped you with the accounts should have told you about how to handle them and if not then you should have been more careful and asked more questions.
