Paypal Account Creation

I want to create a PayPal account only for sending money so that no fees will be deducted.iam from India and every time I sent a payment fees are deducted and there are no gift payment mode for Indians which country is the best for setting up PayPal account so that I don't need to send fees and easy registration . is there any alternative way to do it like a trusted third party?

In paypal account have a option for sending money without fee. You can use it for sending money easily.

There is no option like that,not for indians

You have to use US/UK paypal account for that. in forums many people are selling paypal A/C. just buy us/uk paypal a/c and your problem will solve.....!!!

Any bank seems to work for USA/UK paypal (well for me on uk paypal it does) you'd need vcc or vba to confirm!
